On June 26, 2009, the Tokyo University of Science concluded an academic exchange agreement with Xi'fan Jiaotong University (Xi'an, Shannxi Province, China). Along with Peking University, Tsinghua University, etc., Xi'an Jiaotong University is a key science university that is directly controlled by the Ministry of Education in the State Council of the Chinese government. Currently, the university is regarded very highly in terms of scale and research standards in western China.

In the future, both universities will carry out the following and promote a cooperative relationship.
- Exchange of researchers
- Exchange of students, including Graduate School students
- Planning and implementation of joint research
- Exchange of information and publications
- Various other academic activities
